Organisation Description:

The Marine Institute is the national agency responsible for marine research, technology, development and innovation (RTDI). The Marine Institute seeks to assess and realise the economic potential of Ireland’s 220-million-acre marine resource; promote the sustainable development of marine industry through strategic funding programmes and scientific services; and safeguard the marine environment through research and environmental monitoring. The Institute works in conjunction with the Department of Agriculture, Food and Marine (DAFM) and a network of other Government Departments, semi-state agencies, national and international marine partners.

Summary of the Role:

The successful candidate will work in close cooperation with the Research Funding Office team in 
PIRS and hold primary responsibility for the implementation and ongoing development of a new 
€3.8m research programme, Our Shared Ocean, funded by the Department of Foreign Affairs / Irish 
Aid (DFA). Reporting to the Director of PIRS, and with the support of a part-time Administrative Assistant, the
Programme Manager will be responsible for managing the Our Shared Ocean competitive calls 
process that will award grant aid to successful applicants and consortia over the course of the five year programme (2022-2026 inclusive). The role will also involve the development of the programme 
in cooperation with national and international stakeholders, leveraging additional funding and 
development opportunities to promote the impact of the programme and the potential for a longer term support for international capacity building in marine and climate science

Educational and Professional Requirements:

  • A primary degree in a relevant area (e.g. science, sustainability, business or finance)
  • A minimum of three years’ experience in project or programme management including budgetary management and ability to supervise others;
  • Proven ability to manage and integrate complex requirements into clear action planning, and succinct documents and strategies;
  • Demonstrate full independence, impartiality and confidentiality in conducting the scope of work;
  • Demonstrated ability to identify, evaluate and manage risk;
  • Demonstrated experience of working in roles that require working on own initiative;
  • Demonstrated ability to work in an environment with high demands and outputs and an environment with evolving demands;
  • Track record of producing financial, technical and management reports.
  • Demonstrated experience and knowledge of working in roles that include ensuring compliance with good governance practice and compliance practices;
  • Excellent written, verbal and communication skills with an ability to maintain good relations with customers, peers and direct reports;
  • High level of accuracy and attention to detail;Confident and assured in explaining requirements to others and ensuring compliance with organisation policies and procedures; and
  • Demonstrated experience in the use of standard MS Office software packages to include the use of Excel, Word and PowerPoint to a high standard of expertise.
